On April 9, Assam goes to assembly polls, with chief minister Himanta Biswa Sarma seeking a second term, and the BJP seeking a third term in power. Assam is unique in many ways, apart from the fact that it is the only state in India that borders seven other states and two countries. It is also unique because it is the only Indian state where the question of “insider and outsider”, resident and infiltrator, and citizen and non-citizen have shaped its politics since Independence.
