The government’s move to introduce delimitation by using women’s representation as a stalking horse was defeated on April 17, “deservedly dead”, one editorial said. This was a defeat foretold. Anyone capable of basic arithmetic would know the BJP-led ruling National Democratic Alliance (NDA) did not have the two-thirds majority required for a constitutional amendment to pass in the Lok Sabha. So how did it expect that to happen without the numbers?
